It has been decided to adopt the scheme
which you outline, namely to carry out the recruiting in the name of the Wei-Hal-Wel
Government, w-ile leaving organisation and actuel enlistment in Shantung under Lega-
tion control.
It is necessary, however, for the War
Office to have un agent at Wel-Pei-Wei it-
self who will be responsible for receiving
approving, clothing etc the coolies after they have been collected, but, subject to any advice to the contrary from you, he
will remain throughout at Wei-lai-Wei and leave all operations outside that territory to be carried out under your direction.
Fr T.J.Bourne has been selected for the
purpose by the War Office and is leaving
London on October 9. He will call on you
at Feking and then proceed to Wei-Hai-Wei.

steps forthwith,
